Description
The U.S. Environmental Protection Agency is conducting market research to inform the next generation of Superfund Remediation Acquisition Framework contracts. The draft requirements cover Design and Engineering Services, Environmental Services and Operations, Remediation Environmental Services, and a potential Discrete Investigation and Site Cleanup Operations suite. Anticipated work includes performance-based environmental remediation, site cleanup, urgent field response, sampling, analytical support, data validation, permitting and access agreements, community involvement, engineering and design, remedial investigations and feasibility studies, oversight, records management, and technical assistance. The draft DISCO suite is intended for short-term, discrete, rapidly executable response services, while the other suites address broader remediation, operations, engineering, and technical support needs. Respondents are asked to provide industry feedback on geographic-zone structure, competition and vendor-pool size, fixed-price and performance-based contracting, rapid task-order placement, permitting responsibilities, data validation, and the potential use of artificial-intelligence tools. Responses must use track changes directly in the applicable draft suite Performance Work Statement and the attached RFI response template, preserve the specified formatting and question order, and include clear cross-references to the applicable suite PWS. This is a voluntary, preliminary, nonbinding RFI and does not constitute a formal solicitation or guarantee of a future contract award.
