Description
Merced County seeks a contractor to provide ongoing homeless encampment abatement and general cleanup services throughout the county. The scope includes removing litter, trash, solid waste, biohazardous materials, abandoned property, and environmental hazards; properly handling and disposing of waste; and complying with applicable federal, California, local, OSHA, environmental, and occupational safety requirements. The contractor must provide all labor, vehicles, equipment, a mobile restroom trailer, insurance, licenses, and qualified personnel. The response must be based on two cleanup teams and two vehicles capable of towing a portable restroom, with each team consisting of one supervisor and four cleanup workers. Routine services are anticipated on Wednesdays from 8:00 a.m. to 3:00 p.m., although the County may request one or two teams and modify the schedule or location based on operational needs. Proposals must include the prescribed response sections, including an approach, qualifications, at least three customer references, staffing information, authorized-signatory documentation, and a detailed cost proposal.
