Description
The City of Dallas is soliciting proposals for a three-year indefinite-delivery/indefinite-quantity service price agreement, with two one-year renewal options, to support Dallas Water Utilities. Services will be ordered as needed and include environmental remediation, excavation of contaminated soil, soil stabilization and treatment, waste classification, loading, hauling, permitted disposal or treatment, groundwater and stormwater management, backfilling, compaction, vegetation establishment, erosion control, site security, safety planning, environmental controls, testing, and site restoration. The solicitation identifies an estimated total contract amount of $3,000,000. Work may involve excavation from the surface to approximately 20 feet below ground, treatment of hazardous concentrations of antimony, arsenic, and lead, disposal of approximately 51,500 cubic yards of affected soil, and restoration of disturbed areas. The contractor must provide qualified personnel, equipment, permits, waste transporters and disposal facilities, laboratory coordination, manifests, safety and quality-control plans, and compliance with applicable Texas and federal environmental and safety requirements. The initial task order is expected to be completed within 90 calendar days after issuance of a Notice to Proceed, with mobilization and security installation required within seven calendar days of the Notice to Proceed and final restoration within 30 calendar days after excavation and disposal are complete.
