Description
The City of Rawlins is soliciting sealed bids for the regulated full demolition of the former Wyoming Bar, a vacant and structurally unsound historic commercial building. The work includes controlled demolition under asbestos and lead-paint requirements; wet methods, air monitoring, waste determination, packaging, transport, and disposal of asbestos-containing materials, lead-paint debris, and other regulated materials; site security and community protection; final grading and stabilization; documentation and reporting; and compliance with Wyoming Department of Environmental Quality, OSHA, EPA, HUD, Davis-Bacon, and CDBG requirements. Bidders must provide responsibility information, licenses and certifications, at least two project references, key personnel qualifications, a demolition work plan, schedule and equipment information, an exterior stone preservation plan, a completed bid form with lump-sum and specified unit prices, bid security, lobbying and debarment certifications, applicable Section 3 documentation, and addenda acknowledgment. The contract requires a 45-calendar-day substantial completion period and 60-calendar-day final completion period after the Notice to Proceed. The successful contractor must provide 100% performance and payment bonds, maintain required insurance including contractor's pollution liability coverage, retain an independent asbestos consultant for perimeter air monitoring, and obtain a City Demolition Class A contractor license.
