Description
The Charter Township of Independence is soliciting proposals from qualified insurers, third-party administrators, health plans, pharmacy benefit managers, stop-loss carriers, and integrated benefit administrators for employee health coverage and related services beginning January 1, 2027. Proposers may offer fully insured, self-funded/ASO, level-funded, minimum-premium, hybrid, or alternative structures, and may propose one or multiple service components. The scope includes medical and prescription drug coverage, provider networks, claims administration, pharmacy benefit management, specific and aggregate stop-loss, care and disease management, utilization management, telehealth, behavioral health and employee assistance program integration, member advocacy, HRA/HSA/FSA and COBRA administration, reporting, cybersecurity, data portability, compliance, open-enrollment assistance, and optional ancillary benefits. The package includes claims experience, medical census, ancillary census, and mapped renewal data. Proposals must address the selectable scope, funding models, provider and pharmacy networks, pricing, performance guarantees, implementation, references, exceptions, compliance, technology, reporting, and data rights. At least three current public-sector or comparably sized employer references are required.
