Description
The City of Pontiac is soliciting proposals for complete design and construction or installation of new public restroom facilities at Aaron Perry Park, Jaycee Park, and Oakland Park. The scope includes site review and verification, conceptual and final design, permitting support, demolition or site preparation as needed, foundations, grading, drainage, accessible routes, utility connections, restroom structures, plumbing, electrical systems, lighting, ventilation, fixtures, signage, security provisions, restoration, inspections, commissioning, closeout documentation, warranties, manuals, and owner training. Proposers must provide both conventional stick-built and prefabricated restroom options for each park, including site-specific layouts, materials, schedules, construction sequencing, safety and disruption controls, durability and vandal-resistance measures, maintenance requirements, service-life expectations, warranties, and pricing. Each facility must include separate men's and women's restrooms with ADA-compliant and standard fixtures, sinks, faucets, and baby-changing stations. The contract term is three years with two one-year renewal options, although the construction agreement also references completion within 60 calendar days and the general conditions require completion within 365 calendar days of the Notice to Proceed; bidders should clarify this apparent inconsistency. The selected contractor must comply with applicable accessibility, building, plumbing, electrical, mechanical, environmental, labor, CDBG, and other federal, state, and local requirements.
