Description
Oakland Schools is seeking one or more experienced international exchange student management companies to support an F-1 International Exchange Student Program serving participating public school districts in Oakland County, Michigan. The selected company or companies will locate eligible international students, secure and translate transcripts and immunization records, obtain English-proficiency scores, guardianship documentation, insurance proof, visas, financial evidence, and other required records, and submit prospective students for Oakland Schools' consideration. The program anticipates approximately 30 students per academic year across 14 SEVP-certified school campuses. The contractor must provide local, full-time personnel to manage admitted students' personal and medical needs; conduct student and host-family orientations; monitor academic performance, attendance, conduct, well-being, and immigration compliance; manage student and family communications; arrange and pay for student travel; recruit and manage host families in Oakland County; coordinate enrollment; and handle background checks and placement issues. Responses must address company qualifications, personnel, organization, relevant public-school experience, recruitment and management approaches, implementation for the 2027–2028 school year, references, litigation and regulatory proceedings, financial resources, insurance, compliance with applicable laws including FERPA and F-1 requirements, proposed student and family agreements, pricing, and other required supporting information. The contract is scheduled for July 1, 2027, through June 30, 2030, with two one-year renewal options through June 30, 2032.
