Description
The Charter Township of West Bloomfield is requesting proposals from a single designated solid waste hauler to provide exclusive weekly curbside collection and disposal services for approximately 23,000 residential homes. The scope includes municipal solid waste, bulk items, yard clippings, and commingled recyclables, with transportation to licensed disposal, composting, and materials recovery facilities. The contractor must provide recycling carts, collect specified materials at Township facilities, operate customer-service and complaint processes, submit recurring performance and material-diversion reports, and offer a recycling rewards program. The initial contract period is two years beginning April 1, 2027, with potential extensions. Proposers must submit the completed contract materials, contract rates and details bid forms, vendor certification, qualifications information, notarized non-collusion affidavit, recycling-container sample and specifications, disposal-site and equipment information, and required bid security. The successful contractor must provide $2,000,000 in performance security and meet specified insurance, staffing, equipment, licensing, reporting, and service-level requirements.
