Description

Oakland County is soliciting a one-time professional services contract, anticipated to last approximately one year, for an engineering and planning feasibility study of geothermal-based alternatives to the existing central steam heating system serving the Oakland County Courthouse and Law Enforcement Complex. The study must evaluate heating and cooling needs, existing building and distribution systems, geothermal site suitability, ground-loop concepts, system redundancy, constructability, emissions, lifecycle costs, energy markets, and implementation risks. At least two technically viable concepts are required, along with load validation, subsurface and hydrogeological evaluation, electrical infrastructure assessment, utility impact assessment, risk and funding assessments, and an implementation roadmap. Work requiring National Environmental Policy Act documentation is outside the scope. Required deliverables include a standalone feasibility study, utility impact assessment, building load validation report, geothermal suitability assessment, concept comparison matrix, carbon reduction assessment, implementation schedule, risk register, funding and incentive assessment, preliminary implementation roadmap, phasing and constructability assessment, design-phase investigation recommendations, and a final stakeholder presentation. The consultant must provide editable native files in addition to PDF versions. Proposers must demonstrate relevant geothermal feasibility and installation experience, provide references, resumes for key personnel, software information, a project-specific quality assurance/quality control plan, and the specified technical narratives and samples.
