Description
The City of Pontiac is soliciting proposals from qualified financial institutions and payment solution providers for a full-service purchasing card and commercial payment program. The requested solution may include traditional and departmental purchasing cards, travel and fleet cards, single-use and limited-use virtual cards, accounts payable and supplier payments, web and mobile administration, configurable spending controls, approval workflows, receipt capture, fraud monitoring, and electronic transaction disputes. The solution must support reporting and analytics, Level II and Level III transaction data, secure data transfer or API integration with the City's BS&A financial system, general-ledger coding and allocation, audit controls, data retention and transition support, implementation, training, 24/7/365 customer and fraud support, and ongoing account management. Respondents must describe rebates, fees, payment terms, security and compliance capabilities, business continuity, public-sector experience, and relevant references. Proposals must be submitted as a PDF through the OpenGov portal, labeled with the solicitation number and company name. The contract term is three years with two one-year renewal options.
