Description
The East Bay Regional Park District is soliciting proposals from California Department of Fish and Wildlife 2026 Registered Aquaculturalists to provide live channel catfish for stocking designated lakes and reservoirs. Annual quantities will range from 10,000 to 40,000 pounds, with an estimated five-year total of 50,000 to 200,000 pounds. Fish must be distributed by specified weight categories, remain healthy and free of parasites and pathogens, be raised on melamine-free feed, and have transit mortality of no more than 0.5%. The vendor must provide proof that source waters are free of Quagga, Zebra, and Golden mussels, obtain required transportation permits, and provide a waybill at delivery. Deliveries will occur annually from June 1 through September 30, generally weekly, during 8:00 a.m. to 4:00 p.m. hours. Each delivery must contain at least 2,000 pounds and may serve up to six designated lakes. The proposal package must include a Proposal Letter describing qualifications, capacity, relevant experience, and two business references, plus the completed Cost Proposal in Attachment A. The Cost Proposal must provide a fully inclusive flat price per pound for the first two years; prices for years three through five may be adjusted by the Northern California Consumer Price Index with District approval. Evaluation weights are 75% cost, 10% company qualifications, 10% relevant experience, and 5% references.
