Description
The National Oceanic and Atmospheric Administration is seeking a contractor to coordinate and provide three to six commercial fishing vessels, captains, onboard observers, observer training, fuel, bait, sampling equipment, and related field support for life-history data collection in Puerto Rico waters. Work includes deploying and retrieving standard fishing gear for approximately 20 days per period, collecting biological samples and species-specific maturity, age, growth, length, gonad, otolith, and location data, and supporting monthly sampling in the north, west, and south regions of Puerto Rico. The contractor must collaborate with NOAA Fisheries scientists and local fishing communities on sampling plans, protocols, data forms, quality-control procedures, oversight, data entry, and reporting. Required deliverables include sampling-location summaries, sampling designs, protocols and data forms, monthly raw-data entry, and annual project reports. The base period runs from the date of award through August 31, 2027, with two option periods through August 31, 2029; the solicitation is a total small-business set-aside and requires a technical approach, recent related experience, and pricing for each contract line item and the aggregate total.
