Description
The Confederated Tribes of the Colville Reservation seeks a contractor to design and build two custom incline plane traps for capturing out-migrating salmonid and trout smolts during low flows of 25–100 cubic feet per second. The traps must provide safe holding conditions for at least 100 smolts averaging 80 millimeters, with a specified size range of 50–200 millimeters and hydraulic, intake, ramp, live-box, pontoon, structural, and lifting-system requirements. The requested equipment includes welded aluminum trap frames, perforated inclined planes, screened live boxes with flow dampers, pontoons, cross-bracing, mechanical winch-mast lift systems, and safety rigging. Proposals must describe the contractor’s qualifications, relevant trap-design experience, assigned personnel, approach, organization, current workload, conflicts of interest, and detailed costs. The proposal is limited to 30 pages, single-spaced, using at least 12-point font, and must include the required cover page, transmittal letter, table of contents, qualifications information, cost proposal, and certifications and references described in the solicitation.
