The California Military Department is soliciting a single lump-sum bid for portable toilet and handwash station services at the Grizzly Youth ChalleNGe Academy. The contractor must furnish all labor, equipment, materials, transportation, permits, and waste disposal; deliver, place, stock, service, and remove the units; and provide clean, sanitary, fully stocked equipment. The scope includes eight standard portable toilets and four handwash stations during each of two residential class cycles, plus additional standard, ADA-compliant, and handwash units for scheduled events. Standing units require weekly servicing, while certain event units require an interim service. Unusable units must be replaced within four hours. The one-year contract runs from January 1 through December 31, 2027. Bids must cover the entire scope and be submitted on the provided forms. The prime contractor must self-perform at least 20% of the work, and subcontracting requires State approval. The solicitation requires commercial general liability, automobile liability when applicable, and workers’ compensation/employers’ liability insurance. The State has waived mandatory DVBE participation requirements, while applicable small-business and DVBE preferences may be claimed under the stated conditions.
