Description
The County of Santa Barbara Community Services Department is soliciting proposals for a research, assessment, and resource-development engagement supporting film production throughout the county. The selected consultant will conduct multi-jurisdictional research and outreach; identify agencies, permitting authorities, property owners, operators, and other relevant entities; assess permitting pathways; and create maintainable permitting, jurisdictional, and filming-location databases. The work includes documenting at least 30 film-ready or potentially film-ready locations and producing publication-ready content, web- and GIS-ready data, data dictionaries, media information, and recommendations for maintaining these resources. The consultant will also develop production-tracking measures, assess participation in Film Liaisons in California Statewide and other industry relationships, and evaluate viable models for an ongoing Film Commissioner or other film-support function. Required proposal content includes the project approach and methodology, qualifications and personnel, up to five relevant projects, at least one structured-data work sample, a schedule and work plan, at least three references, and a detailed cost proposal. The maximum contract amount is $140,000, with an anticipated term from October 30, 2026, through June 30, 2027. Independent travel and field work throughout Santa Barbara County are required, and the contract does not include ongoing film permitting or operation of a future film-support service.
