Description
The U.S. Army Corps of Engineers seeks a contractor to furnish, rent, service, and maintain six portable toilets for seven months at three Cape Cod Canal recreation areas: two standard and two ADA-accessible units at each site. Routine service is required three times weekly during daylight hours, including waste removal, replenishment of waterless hand sanitizer and toilet paper, litter removal, service records, and securing each unit with steel rebar or sandbags. The contractor must provide all equipment, materials, labor, transportation, off-site waste disposal, and any necessary permits or licenses. The scope also includes up to ten emergency cleaning services during the performance period, with a required response within 24 hours, potentially including weekends and holidays. Products must meet applicable EPA recycled-content and USDA BioPreferred requirements. Quotes must include the completed mandatory Solicitation Survey, completed bid schedule, signed SF 1449, and signed copies of material amendments. The solicitation evaluates technical capability, price, and past performance; past-performance references must concern contracts completed within the past three years. An accepted Spill Prevention Plan is required before field work, but it is a post-award submittal rather than part of the quote package.
