Description
The Alaska Department of Education and Early Development, Division of School Finance and Facilities, is seeking professional services to annually update the Program Demand Cost Model for Alaskan Schools. The work includes updating construction costs, labor and material assumptions, escalation factors, supporting calculations, Excel workbooks, instructions, tables, publication materials, and related documentation. The contractor must test formulas and links, document sources and changes, correct errors, and deliver coordinated Excel and Word files. In the first and fourth contract years, the contractor must also complete an updated Geographic Area Cost Factor assessment addressing differences in labor availability, freight and mobilization, climate, logistics, productivity, and remote-construction risks throughout Alaska. The contractor will prepare draft and final deliverables, present findings to the Bond Reimbursement and Grant Review Committee, and incorporate review comments. The solicitation requires at least five years of relevant experience, three comparable projects within the past seven years, Alaska construction-cost experience, advanced Microsoft Excel proficiency, a bachelor's degree or equivalent relevant experience, and a professional cost-estimating certification. Subcontractors and joint ventures are not allowed.
