Description
The Town of Carrboro is seeking Statements of Qualifications from qualified architectural and engineering firms to provide professional architectural, engineering, planning, cost estimating, and construction administration services for a new Town Hall at the existing Century Center site. The project requires civic architecture, sustainable and high-performance building design, preservation or reinterpretation of elements of the former building, integration with downtown, and planning for continued Town operations during construction, including potential temporary relocation. The anticipated contract begins with Phase 1 project definition and concept development, including existing-conditions assessment, programming, conceptual alternatives, energy modeling, life-cycle cost analysis for at least three energy conservation measures, policy compliance planning, preliminary cost estimating, and scheduling. Subject to Town authorization and funding, Phase 2 may be added for final design, permitting and bidding documents, construction administration, commissioning, post-occupancy monitoring, and project closeout. The qualifications submission must not include fee or cost proposals and is limited to 25 single-sided pages, using at least 11-point font; firms must provide experience, team qualifications, high-performance building experience, project approach, and three to five comparable-project references.
