Description
The U.S. Department of the Interior seeks multiple-award IDIQ contracts for contractor-operated and maintained on-call helicopter services to transport government personnel and cargo for natural-resource missions. Contractors provide compliant aircraft, qualified pilots and mechanics, fuel, and associated equipment. Aircraft must be operated by authorized providers with an Alaska base; services may be ordered in Alaska, Canada, or the contiguous United States, with limited Lower 48 emergency-fire use anticipated. Missions include fire suppression and monitoring, initial attack, prescribed fire and aerial ignition, rehabilitation seeding, search and rescue, aerial capture and animal management, external-load operations, overwater and vessel landings, limited law-enforcement surveillance, and related administrative activities. The solicitation covers several helicopter categories, with aircraft-specific payload, seating, equipment, certification, avionics, safety, maintenance, and personnel requirements. Amendment 1 updates the additional-pay-items schedule and mechanic requirements: when requested by the Government, a qualified mechanic must be on-site and immediately available at the designated or alternate base, billed at a daily rate. The five-year ordering period runs from March 1, 2027, through February 29, 2032, with a possible six-month extension. This is a 100% small-business set-aside.
