Description
The Anchorage School District is soliciting proposals from qualified firms whose primary business is professional building-system commissioning. Selected consultants will support a variety of District capital, unanticipated, and emergency projects through negotiated contract task orders. Services include commissioning planning and design review; functional testing of mechanical, electrical, fuel-oil, controls, and building-envelope systems; construction administration; review of submittals, requests for information, potential change orders, inspections, pay requests, and closeout documentation; site observations; and commissioning participation. The commissioning agent must be certified by a Department of Education and Early Development-approved program under 4 AAC 31.900(32). The District may award up to three contracts. Each contract has an estimated not-to-exceed value of $1,500,000 over five years, with an estimated annual value of $300,000; individual task orders exceeding $200,000 require prior approval. The initial performance period is three years from award, with two one-year option periods. Proposals must address project approach, methods, management, firm experience, proposed project staff, workload, and resources. The proposal narrative is limited to 25 pages, excluding specified items such as the transmittal letter, resumes, table of contents, attachments, and dividers.
