Description
Napa County is issuing this Request for Proposals (RFP) to contract with a qualified Third-Party Medical Examination Provider to perform independent medical examinations for all in-custody deaths occurring within the county, as required by California Government Code Section 27491.56 (AB 1108, the FACTS Act of 2025). The provider must be separate and independent from the Napa County Sheriff-Coroner's Office and must determine the circumstances, manner, and cause of death for each case. Services include death scene coordination and review, external examination, complete forensic autopsy, independent determination of manner and cause of death, toxicology and ancillary testing, documentation and reporting, coordination with legal proceedings, and compliance with autopsy suite access requirements. The provider must be staffed by board-certified forensic pathologists with a valid California medical license and at least three years of post-certification experience. The initial contract term is one year, commencing no later than January 1, 2027, with options for two additional one-year periods. Proposals must include organizational description, independence attestation, forensic pathologist credentials, experience and case volume, facilities description, policies and procedures, references, fee schedule, staffing model statement, and governing law attestation.
