Description
The Defense Health Agency, in support of the Walter Reed Army Institute of Research's Center for Military Psychiatry and Neurosciences Research, seeks non-personal laboratory support services under a five-year blanket purchase agreement. The contractor must provide personnel, transportation, supervision, laboratory facilities and equipment, sample pickup, processing, electronic results within 72 hours of pickup, and a secure digital portal for laboratory requests, sample status, and results. Required testing includes complete metabolic panels, complete blood counts with differential and platelets, gamma-glutamyl transferase, and thyroid-stimulating hormone with reflex to free T4. Optional testing includes vitamin D assays, calcium, and intact parathyroid hormone; retesting may be required for damaged samples, out-of-range results, or eligibility-window issues. The contractor must maintain CAP accreditation, CLIA accreditation, a medical laboratory permit, a laboratory medical director's curriculum vitae, and a medical license. The solicitation requests a technical and past-performance quote, a completed pricing sheet, and up to three relevant references from the past three years. The BPA has a collective five-year call-order maximum of $349,000, with individual call orders capped at $100,000.
