Description
The Department of Veterans Affairs seeks specialized application development and maintenance services supporting a four-year, multi-site controlled clinical trial. The contractor will develop and maintain a cross-platform mobile application, specified server components, RESTful APIs, database functions, periodic synchronization and notification processes, and a web-based administrative dashboard hosted on scalable cloud infrastructure. The solution will integrate wearable-device data, including Garmin data, mobile-phone geolocation, push notifications, secure messaging, brief mobile assessments and surveys, role-based dashboard authentication, testing, security audits, deployment to the Apple App Store and Google Play, and ongoing maintenance. The work must comply with applicable research, accessibility, security, style-guide, and proprietary design requirements. Performance is remote, with no physical presence on a VA campus. The notice states that the agency intends to award on a sole-source basis because Vertical Design, Inc. possesses specialized knowledge and proprietary rights in the required development framework and source code; interested parties may submit capability information solely to support a determination about whether competition is appropriate.
