Description
The City of Fort Worth is seeking proposals for as-needed, end-to-end claims recovery and subrogation services involving not-at-fault incidents affecting City-owned infrastructure, heavy- and medium-duty vehicles, commercial and specialty fleets, transit vehicles, and other City property. The scope includes claim intake, investigation, valuation, liability assessment, demand management, negotiation, settlement, recovery, monthly remittance, and litigation support when required. The contractor must also review new, open, historical, and previously closed claims dating back up to 10 years, with an estimated historical inventory of approximately 10,000 files, and pursue recoverable damages such as physical damage, diminished value, loss of use, towing, administrative expenses, and EMS-related amounts. The contractor must provide dedicated claims and account-management personnel, a secure claims-management portal or system integration with audit trails, role-based access, multifactor authentication, reporting, and SLA tracking. Requirements include active SOC 2 Type II certification, specified data-security and privacy controls, annual penetration testing, U.S.-based data storage, and compliance with applicable DPPA and HIPAA requirements. Pricing is contingency-based, with separate percentages for pre-litigation and litigation or arbitration recovery, no fee when no recovery is secured, and proposed treatment of out-of-pocket expenses. The technical response must address experience, staffing, methodology, transition of historical files, technology, reporting, and operational performance.
