Description
The Washington State Department of Labor & Industries is soliciting an independent third-party analysis of retrospective rating adjustment results for the October 2023, January 2024, and April 2024 enrollment periods. The work will examine the effects of using blended old and new insurance tables, including implementation beginning in an enrollment period other than July, and assess whether refunds and assessments are distributed fairly among participants under WAC 296-17B-010. The contractor must have at least five years of workers’ compensation actuarial experience, five years of retrospective rating experience, and proposed staff credentialed as Fellows of the Casualty Actuarial Society. Deliverables include an initialization and work plan, draft findings and recommendations, a final report with executive summary, status reports, and oral presentations as requested. The contract is capped at $150,000 and is expected to run from November 1, 2026, through June 30, 2027.
