Description
The North Carolina Department of Health and Human Services, Division of State Operated Healthcare Facilities, is seeking multiple vendors to provide licensed and certified locum tenens clinicians on an as-needed basis. Requested specialties include psychologists, psychiatrists, primary care and family medicine physicians, laboratory specialists, physical and occupational therapists and assistants, speech therapists, radiology specialists, optometrists, dentists, cardiopulmonary specialists, and pharmacists. Vendors may bid on the specialties they can provide, and awards may be made by labor category. Assignments are generally onsite, except for scheduled remote on-call shifts, and telemedicine is not currently permitted. The State estimates approximately $8 million in total annual spending, with no guaranteed minimum or maximum volume. Pricing must be all-inclusive, firm, and fixed throughout the planned three-year term. Vendors must support credentialing and ensure applicable provider licenses, background checks, drug screening, immunization, TB testing, and other onboarding documentation. The solicitation requires three customer references and permits either W-2 employees or 1099 contractors. The bid package consists of a signed solicitation and response materials submitted as one PDF, plus a separate pricing workbook; the addendum removes the previously listed requirement to return the addendum receipt, applicable licenses or certifications, and several additional attachments with the bid. Provider-specific credentials and certain compliance documents are generally submitted after award and before assignment.
