Description
The City of Berkley is seeking a qualified consultant to conduct a comprehensive employee classification and compensation study for approximately 88 full-time employees across eight departments and four unions. The work includes reviewing organizational structure, classification systems, salary schedules, compensation practices, personnel policies, collective bargaining agreements, and existing job descriptions; conducting position analyses; and developing or revising summary job descriptions. The consultant must perform external market and internal-equity analyses, assess salary ranges, grades, steps, differentials, premiums, longevity, specialty pay, certification pay, compression, and recruitment or retention concerns, and recommend classification changes and a comprehensive compensation structure. Deliverables include implementation options with financial impacts, a final report and presentation, and a methodology for maintaining the system in future years. Proposals must address firm qualifications, relevant public-sector experience, methodology, work plan, team, and fees, and must include the City's required affidavits and disclosure forms.
