Description
The State of Iowa, through the Department of Administrative Services, is seeking a qualified employee benefits consultant to provide comprehensive strategic, actuarial, and operational support for employee benefits serving more than 25,000 active and retired members. Services include benefit plan design and funding recommendations, actuarial analyses and financial forecasting, renewal and rate reviews, procurement and RFP support, collective bargaining analysis, vendor performance monitoring, benchmarking, reporting, data analytics, and transition support. The initial project scope includes annual post-retirement medical liability valuations under GASB 75, workers' compensation actuarial studies, group insurance premium and renewal reviews, benefit funding policy recommendations, and assistance developing insurance-related procurements. Respondents must demonstrate substantial recent experience with union negotiations, group insurance actuarial or underwriting reviews, GASB 75 analyses, and large employer health-plan RFPs. The proposal must include separate technical and cost files, with pricing covering ongoing, project-based, optional, and potential six-year contract-period services.
