Description
The Detroit Water and Sewerage Department seeks a third-party vendor to provide residential water conservation services for households actively enrolled in the Lifeline H2O Program. The scope includes in-home water conservation audits; inspection of toilets, faucets, showerheads, supply lines, and plumbing fixtures; minor repairs and replacement of lead fixtures; permitting and inspection coordination; customer education; appointment scheduling; and documented customer outreach. The vendor must provide audit and service reports, photographs, warranty documentation, customer confirmations, weekly summaries, monthly performance reports, invoices, and reimbursement support. The agreement is a single-source, zero-dollar contract with reimbursement on a per-household basis not exceeding $2,000 per eligible household. The initial term is two years, with an option to extend for one year. Minimum qualifications include at least five years of experience, applicable Michigan plumbing licensure, proof of insurance, three project references, and a minimum one-year labor warranty.
