Description
The University of North Carolina System Office seeks independent consulting services to assess how position, employee assignment, salary, and related compensation information from all covered entities can be incorporated into the North Carolina Integrated HR-Payroll System or associated statewide reporting. The engagement must compare full transition, enhancement of existing integrated HR-payroll or statewide reporting capabilities, and enhancement of the UNC System DataMart, while also evaluating exchange frequencies, data definitions, source-to-target mappings, reporting gaps, security, data quality, costs, staffing, risks, governance, and implementation feasibility. Production implementation is outside the base scope unless separately authorized. The vendor must conduct entity-level discovery and validation, produce current-state and reporting inventories, develop a statutory plan and comprehensive technical assessment, estimate future implementation effort and five-year total cost of ownership, and recommend a sequenced roadmap. Required deliverables include project-management materials, validated inventories, data and mapping packages, option and frequency assessments, cost and operating models, a draft final plan, and a final accepted plan with presentations. The contract term is November 1, 2026, through March 15, 2027, with the draft final package due March 1, 2027, and the final package due March 15, 2027.
