Description
Empire State Development is seeking qualified technical assistance providers for Round 2 of New York State's State Small Business Credit Initiative Technical Assistance to Capital Programs. Selected providers will deliver legal, accounting, and financial advisory services to very small businesses and businesses owned and controlled by socially and economically disadvantaged individuals that are applying for, preparing to apply for, or have previously applied for SSBCI or other small-business programs. Providers must select three New York State regions, serve eligible beneficiaries across those regions, provide services to manufacturing small and medium-sized businesses representing at least 10% of total services, and refer at least 50% of unique beneficiaries to SSBCI lenders or eligible surety-bonding partners. Applicants must submit a comprehensive technical assistance plan, quarterly regional goals, a project budget and narrative, historical and goal forecasts, financial statements, required procurement and diversity materials, and supporting certifications and insurance evidence. The maximum grant award is $205,000 per provider, subject to funding availability and ESD's discretion. Services and program activities must be completed by October 15, 2028, followed by an administrative closeout period.
