Description
The City of Fountain Valley is soliciting proposals from an individual or firm to perform a comprehensive compensation study and analysis covering all City employee groups and approximately 87 full-time classifications, including sworn safety services. The work includes reviewing internal pay relationships, current compensation practices and policies, comparable public-sector agencies, external labor-market data, salary ranges, total compensation, and potential pay-compression issues. The selected consultant must prepare a final compensation survey report, recommend changes and implementation strategies, identify key issues, and quantify the fiscal impact of proposed adjustments. The scope also includes ongoing status reporting to the Human Resources Director and a presentation regarding recommended comparison agencies. Proposals are limited to 40 pages, excluding the separately submitted cost proposal, and must include company experience, key personnel, approach and schedule, quality control, and five comparable project references.
