Description
The City of Newport News is seeking proposals from qualified firms to provide on-call, as-needed human resources services. Offerors may propose for one or more service categories, including recruitment; executive recruitment; HR strategy and operational consulting; learning and development; mediation; executive coaching; organizational development; cultural training; employee and community survey services; and neutral employee financial, healthcare, and retirement planning education. The City may make multiple awards and does not guarantee any volume of work. Services may include workforce and organizational assessments, recruitment and candidate evaluation, training and facilitation, coaching, mediation, survey administration and analytics, research and benchmarking, strategic planning, project reporting, and development of written recommendations and implementation plans. The initial contract period is one year, with four additional one-year renewal options and a possible six-month extension. Individual engagements will generally be valued at $200,000 or less, although larger engagements may be assigned. Proposals must include a technical proposal, hourly consultant rates and applicable group-session rates, three equivalent-service references, and required vendor questionnaire responses.
