Description
The Village of La Grange is seeking a qualified consultant to comprehensively review and rewrite its Personnel Manual and related employment policies into a current, organized, user-friendly Employee Handbook. The work includes reviewing existing policies and collective bargaining agreements; identifying outdated, duplicative, conflicting, or inconsistent provisions; recommending consolidations and updates; ensuring compliance with applicable employment laws, regulations, and contractual requirements; and developing sustainable policies aligned with municipal best practices. The consultant must provide an assessment, recommendations, draft and final updated handbook and related policies, legal and compliance review coordination, project management, stakeholder engagement, and electronic deliverables suitable for ongoing customization by Village staff. The RFP also permits separate pricing for optional supervisor training on the updated handbook and an update of the Board of Fire and Police Commissioners Rules and Regulations. Proposals must address the consultant's qualifications, comparable experience, references, project approach, work plan, timeline, and detailed itemized cost proposal; the Village has allocated $8,000 for the project, although higher proposals may be considered if justified.
