Description
The City of Detroit is seeking professional strategic advisory services to support development of a neighborhood-focused Extreme Weather Mitigation Strategy. The work will translate land, environmental, and risk data into actionable mitigation strategies, identify priority neighborhoods and opportunity areas, and recommend land-based interventions addressing flooding, extreme heat, poor air quality, and related hazards. The advisor will also support integration of existing mapping, surveys, community engagement, and resilience-planning work into practical recommendations for preparedness, investment, and long-term recovery. The scope includes ongoing coordination with the City's Office of Sustainability and data team; guidance on data layers, indicators, and mapping outputs; development of a mitigation framework; priority-area and strategy recommendations; and input on summaries, presentations, communications, and implementation guidance. The City will lead final production of deliverables. The anticipated period of performance is 12 months from the Notice to Proceed, while the contract term is two years. Work will be performed primarily remotely, with possible in-person meetings in Detroit. The solicitation is grant funded through Community Development Block Grant–Disaster Recovery funds.
