Description
The Confederated Tribes of the Colville Reservation (CTCR) is soliciting proposals for on-site metal and junk vehicle processing and removal at their recycling facility located at 62 Schoolhouse Loop Road, Nespelem, WA. The contractor will be responsible for processing junk vehicles on-site, which includes removing and disposing of hazardous materials such as batteries, refrigerants, fuels, fluids, mercury switches, and lead. A non-permeable liner must be provided to prevent fluid leakage into the ground. All hazardous waste must be disposed of in accordance with Colville Tribal Environmental Trust Department and EPA regulations. Loose materials must be cleaned up, and all processed materials must be completely removed from the Colville Reservation to an off-site processing facility. The contractor must provide evidence of ability to furnish qualified personnel, facilities, equipment, and supplies. Monthly progress reports are required. A labor hour type contract is anticipated, with a period of performance not exceeding 365 days. The RFP includes evaluation criteria focusing on understanding of work, time estimates, qualifications, experience, Indian preference, TERO certification, and cost. Proposals must be submitted by September 18, 2026, at 5:30 PM PST.
