Description
The City of Spokane is seeking an experienced environmental laboratory to analyze approximately 40 PFAS compounds in wastewater/non-potable, soil/biosolids, and semi-solid/septage matrices using EPA Method 1633A and LC-MS/MS. The anticipated initial contract workload is approximately 62 wastewater/non-potable samples, 10 soils/biosolids samples, and 8 semi-solid/septage samples, with additional sampling potentially added if funding becomes available. City personnel will collect the samples; the selected laboratory must provide certified sample containers, coolers, and ice packs, maintain Washington State Department of Ecology accreditation for the applicable analyses and matrices, and provide results within no more than 20 business days of sample receipt. Deliverables include signed electronic PDF data reports, EIM-compatible Excel or CSV analytical data, case narratives, batch QA/QC data, MDLs and RLs, required data qualifiers, and signed chains of custody. The proposal must include a Letter of Submittal, Technical Proposal, Management Proposal, and Cost Proposal with unit pricing by matrix, along with current MDL/RL tables, an example laboratory report, accreditation documentation, relevant experience and references, and the required certification form. The contract is for one year with five additional one-year renewal periods available by mutual agreement.
