Description
The City of Spokane, through its Integrated Capital Management Department, is soliciting qualifications from firms to provide a Centennial Trail study from Center Street to Boulder Beach. The scope includes professional planning, engineering, surveying, public outreach, alternatives analysis, preliminary engineering, permit assessment, safety evaluation, drainage improvements, crosswalk and neighborhood-connectivity recommendations, consideration of planned transit improvements, and preparation of a 30% design for the preferred alternative, including the type, size, and location of structures. Additional engineering design may be added by contract amendment. Proposers must demonstrate at least three years of transportation planning and design experience and be licensed to do business in Washington State before entering into a contract. The proposal must include a letter of submittal, technical proposal, and management proposal, with a maximum of 15 single-sided pages including the cover sheet and letter of submittal; resumes and the Certification Regarding Debarment and Lobbying Form, if grant funded, are excluded from the page limit. The contract period is 18 months, renewable for one additional 24-month period by mutual agreement. Addendum 2 states that City of Spokane contracts must not be included among the ten listed contracts or three specific references, and receipt of the addendum must be acknowledged in the ProcureWare response tab or by submitting a signed copy with the proposal.
