Description
The City of Spokane, through its Wastewater Management Department's Stormwater Program, is seeking Phase 2 implementation services for the Ecology GROSS Grant Regional Stormwater Education project. The selected contractor will plan and implement a regional communications plan, build and promote a public-facing campaign website, develop and execute a paid media plan, and monitor and report on campaign reach and effectiveness. The proposal must address content and copy for social media and digital graphics and video, broadcast video and audio, print, outdoor, onsite, and direct mail. Materials must be Title II/ADA compliant and available in non-English versions. The media strategy must target persons ages 25–54, achieve at least 70% reach, seven-times frequency, and 250,000 impressions, and run from January through April 2027 across Eastern Washington. Proposers must demonstrate at least five years of experience planning and purchasing paid traditional, broadcast, print, and digital media advertising. The cost proposal must be a fully detailed budget not exceeding $100,000, excluding Washington state sales tax.
