Nueces County is soliciting proposals for one or more contracts covering disaster debris removal, reduction, hauling, disposal, and emergency cleanup following hurricanes, tropical storms, tornadoes, or other declared disaster events. The scope includes emergency roadway clearance; collection and hauling of vegetative and construction and demolition debris; temporary debris storage and reduction site management; grinding, mulching, air-curtain incineration, trench burning, and controlled open burning; final haul-out and disposal; hazardous tree, limb, and stump removal; household hazardous waste, electronic waste, white goods, refrigerant, and animal carcass handling; fill dirt and site restoration; traffic control; documentation; and related emergency response support. The contractor must provide rapid mobilization, labor, equipment, transportation, qualified personnel, debris management sites, environmental compliance, site remediation, twenty-four-hour site security where required, and coordination with County representatives and FEMA-related requirements. The contract has a one-year initial term with four additional one-year renewal options. Pricing is requested by unit rates, including hourly equipment and labor, cubic-yard hauling, per-tree or per-stump work, disposal-related services, and other listed services. Proposals are evaluated on qualifications and experience, work performance, capacity to perform, and price.
