Description
Cumberland County is soliciting proposals for two standby contracts—one primary and one secondary—to provide disaster debris collection and emergency recovery services. The scope includes clearing and hauling vegetative and construction-and-demolition debris; removing hazardous trees, hanging limbs, stumps, abandoned vessels, vehicles, animal carcasses, and asbestos; demolishing and removing structures; managing temporary debris staging and reduction sites; grinding or approved incineration; final disposal; traffic control; equipment and labor; documentation; load-ticket management; invoice reconciliation; and FEMA, FHWA, and other disaster-reimbursement reporting and appeal support. The contractor must provide an on-site project manager, qualified personnel, equipment, permits, safety and training, site security, towers and portable restrooms at dumpsites, and operational reporting. The contract requires the contractor to perform at least 50% of the work, with subcontracting subject to County approval. Proposals must include company and staff qualifications, relevant disaster-recovery experience, a technical approach and mobilization plan, internal training materials, and completed pricing schedules and certifications. The proposal response is limited to 50 double-sided pages, excluding the separately submitted training manual.
