Description
The City of Spokane Fleet Services Department is soliciting proposals from qualified shops to provide as-needed maintenance, repair, inspection, testing, parts, materials, supplies, diagnostic equipment, roadside assistance, mobile repairs, and cleaning for the City's medium- and heavy-duty vocational vehicles and equipment. Services include preventative maintenance, engine, transmission, and powertrain repairs, safety inspections, post-repair operational testing, and pickup and delivery of vehicles. Work will be performed on a time-and-materials basis for repairs and at predetermined pricing for preventative maintenance. Parts must be new and meet or exceed OEM specifications unless the City approves remanufactured or aftermarket parts. Proposals must include a letter of submittal, technical proposal, management proposal, and cost proposal. The technical proposal must address the proposed approach, methodology, work plan, schedule, subcontractors, City involvement, and vehicle pickup and delivery. The management proposal must describe staff and shop qualifications, certifications, and relevant medium- and heavy-duty equipment experience. Pricing must be submitted using Attachment A cost worksheets and the General Maintenance RFP Grid. The City anticipates awarding multiple, tiered, non-exclusive contracts, with work assigned based on ranking, capacity, parts availability, and qualifications.
