Description
The City of Menlo Park is seeking a complete outsourced water billing and customer service solution and a new customer information and billing platform. The scope includes billing approximately 4,400 residential and non-residential water connections using automated and manual meter reads; payment processing and reconciliation; bill printing, mailing, and electronic delivery; customer account management; collections and disconnection support; English- and Spanish-language customer service; reporting; secure hosting; and customer self-service portal and mobile access. The solution must support integration with Sensus FlexNet and Sensus Analytics, OpenGov/Cartegraph, OpenGov Financials, Accela, payment providers, banking and lockbox systems, and other designated systems. Vendors must provide implementation and transition services, data conversion and validation, testing, training, systems integration, security and compliance controls, ongoing operational support, and transition-out assistance. Proposals must be submitted using the City-provided Response Form and Work Breakdown, Compliance Matrix, and Pricing Forms, with pricing for the initial three-year term and two one-year extension options.
