Description
The Indian Health Service's Blackfeet Service Unit intends to award a sole-source, firm-fixed-price contract to Pitney Bowes Inc. for postage refills associated with the agency's currently leased Pitney Bowes mail meter. The notice states that no other supply or service will satisfy the agency's requirements and that the purchase order will be valued at $84,000. Responses must provide clear and convincing evidence that competition would benefit the Government, would not be cost- or time-prohibitive, and would not hinder the agency's mission.
