Description
The Greater Portland Council of Governments is conducting market research for a potential regional purchasing program covering the printing and mailing of municipal newsletters. The anticipated product is a four-page, full-color booklet folded and tabbed or taped for Every Door Direct Mail, with participating municipalities providing their own editorial content, photographs, and graphics. Potential participation ranges from approximately 21,000 to 146,000 residential households, with publication cycles of one, two, or four times per year. The contemplated scope may include prepress review, printing, folding and finishing, addressing or saturation-mail preparation, postal documentation, delivery to the U.S. Postal Service, postage management, coordinated production scheduling, optional delivery of copies to municipalities, and cost reporting. Respondents are asked to describe capabilities, relevant experience, pricing and volume discounts, recommended mailing and production approaches, file and template requirements, contracting and billing models, and whether they can support an advertising-funded model. This is an RFI for planning purposes only and will not result in an award based solely on responses.
