Description
Solano County seeks a qualified third-party administrator to provide complete COBRA and Cal-COBRA continuation-coverage administration for up to 3,300 benefit-eligible employees and approximately 120 monthly participants. Responsibilities include developing procedures; issuing required notices; administering eligibility, qualifying events, elections, enrollments, extensions, changes, and terminations; processing premium billing and collections; managing the benefit trust account; reconciling payments; coordinating with medical, dental, vision, and other carriers; supporting open enrollment; maintaining compliance records; and assisting with audits. The contractor must provide secure electronic data exchange, automated workflows, reporting, business-continuity safeguards, HIPAA-compliant handling of protected health information, a secure participant and County portal, toll-free phone, live chat, email support, bilingual English-Spanish customer service, and annual compliance training for County staff. Proposers must demonstrate at least five years of comparable COBRA and Cal-COBRA experience, Section 125 and flexible-spending-account expertise, public-sector experience, adequate staffing and technology, and five comparable client references from the past ten years. The estimated contract cost is not to exceed $48,000, with a two-year base term and three one-year extension options, for a maximum term of five years.
