Description
Ontario County Human Resources is seeking a qualified firm or individual to provide comprehensive consulting services for its approximately 800 employees and approximately 750 health insurance contracts. The scope includes ongoing financial and risk-management review of the County’s self-funded employee health benefit plan; recommendations and pricing for alternative plan designs and cost-management strategies; advice on statutory, regulatory, and market developments; and assistance marketing and negotiating renewals with third-party administrators, life insurance carriers, nurse case management providers, pharmacy benefit managers, HSA/HRA/FSA administrators, and other vendors. Additional services include resolving vendor service-delivery issues; reviewing plan communications, contracts, and management reports; monthly analysis of claims, utilization, and participation; vendor-performance benchmarking; annual development of health and dental plan budgets and premium-equivalent rates; stop-loss policy marketing and placement; high-cost claimant management; and support for an employee wellness program. Proposals will be evaluated on qualifications, experience and references, staffing and service breadth, total cost, and exceptions or deviations. Three municipal or self-insured client references with contact information are requested. The contract term is three years with two optional 12-month renewals.
