Description
The State of Colorado is requesting proposals for fully insured, experience-rated, non-participating short-term disability (STD) and long-term disability (LTD) plans effective July 1, 2027. The selected offeror(s) must provide insurance, premium administration, claims adjudication and payment, customer service, underwriting, consulting, reporting, implementation, eligibility and data-system integration, training, communications, and transition support. The current plan designs include STD coverage at 60% of weekly earnings up to $3,000 per week with a 30-day elimination period and a 22-week maximum benefit period, and LTD coverage at 60% of monthly earnings up to $10,000 per month with a 180-day elimination period and benefits generally payable to age 65 or for a specified age-based period. Proposals must address coordination with Colorado FAMLI, PERA disability, workers' compensation, and Social Security benefits; return-to-work and rehabilitation programs; evidence-of-insurability workflows; claims and offset reporting; performance guarantees; accessibility; data security; and a five-year rate guarantee. Pricing must be submitted separately for STD and LTD using the provided cost exhibits.
