Description
The City and County of Denver, through Denver Human Services Child Welfare Division, is seeking applications from qualified public, nonprofit, or for-profit organizations to provide substance use testing for parents, caregivers, kinship caregivers, and other adults involved in child welfare intervention cases. Required capabilities include randomized testing, laboratory confirmation through accredited facilities, same-sex observed or monitored collections when needed, and one or more of the following testing types: urine, oral fluid, hair, or breath alcohol testing. Additional options may include opioid-specific testing, ethyl glucuronide, expanded-panel testing, fingernail testing, sweat patches, and medication-specific add-ons. Providers must maintain qualified collection personnel and laboratories with applicable CLIA authorization, licenses, certifications, accreditations, quality-control procedures, specimen identification, and chain-of-custody processes. Services must support accessible locations, culturally responsive and trauma-informed care, ADA compliance, language access, and timely reporting: preliminary results within 24 hours when applicable, definitive results within 48–72 hours unless otherwise approved, and missed, canceled, or refused tests on the same calendar day. Awarded providers must use the Sentry Cordant Health Solutions database by the anticipated contract start. Up to $150,000 is available, and the City may award one or more contracts for an initial term from June 1, 2027, through May 31, 2030, with possible extensions.
