Description
The City of Lincoln, through its Fire and Rescue Department, is soliciting a lump-sum bid for the remaining site, earthwork, reinforced concrete foundation and slab, coordination with the modular tower installer, restoration, and closeout work required to prepare the site for a new modular fire training tower. The scope includes mobilization, surveying and layout, excavation, dewatering, unsuitable-soil remediation, imported fill and subgrade preparation, reinforced concrete grade beams and foundation, a reinforced tower slab and granular base, concrete paving and site restoration, testing coordination, cleanup, and final documentation. The contractor must address PFAS-related soil-handling requirements and obtain required permits before removing soil. Tower anchor rods, bolts, drilled holes, adhesive anchorage, templates, and final tower anchorage installation are excluded and will be performed by others. The plans require concrete and reinforcement meeting specified ACI and ASTM standards, including minimum 4,000-psi 28-day concrete strength, ASTM A615 Grade 60 reinforcing steel, and foundation bearing at or below the 42-inch frost depth. The contractor must coordinate with the City, WHP, the engineer, the geotechnical engineer, and the future tower installer, provide a final foundation survey, and achieve substantial completion no later than December 10, 2026. Optional unit-price items cover additional excavation and haul-off, imported structural fill, granular subbase, additional concrete and reinforcing steel, and pavement restoration. Performance and payment bonds, each equal to 100% of the contract amount, are required upon award.
